The Operations Manager for the City of Salina plays a crucial role in ensuring high-quality public services, overseeing several Public Works divisions. This role demands strong decision-making skills & the ability to interpret & apply complex policies to ensure efficient, high-quality service delivery. By managing a large team, coordinating resources, & overseeing budgets, the Operations Manager plays a vital role in sustaining Salina’s infrastructure & responding to community needs. This position is integral to keeping the city safe, functional, & responsive to citizens.

Duties:
· Plans, directs, & coordinates the General Services Division, a comprehensive public works division, designed & implemented to ensure the services are provided at the highest quality level.
· Administers, directs, & supervises departmental functions in central garage, flood control, landfill operations, sanitation, solid waste collection, street maintenance, traffic control, & equipment maintenance.
· Establishes priorities for short- & long-range projects & coordinates implementation as required; establishes & recommends overall goals for the division.
· Administers personnel matters in the division, including screening, appointment, discipline, evaluation of performance, & related matters.
· Directs the division to ensure effective use is being made of all available personnel & equipment.
· Recommends equipment purchases of new & replacement items; manages various buildings & facilities.
· Develops, prepares & recommends a comprehensive budget program & supporting data; conducts special studies as required.
· Prepares & presents requests for City Commission action, Commission information memorandums, & study sessions.
· Works closely with consulting engineers, government agencies, developers & others; receives & answers citizens’ complaints & inquiries.

Education: Bachelor’s degree in public or business administration, engineering, or related field.

Experience: Significant supervisory experience in public works, local government, or comparable private sector experience.

Requirements:
· Must live within 40 minutes response time.
· Must possess a valid Kansas driver’s license.

Work Type: Light, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Hours: Monday – Friday, 8:00 a.m. to 5:00 p.m.

Compensation DOQ EOE:
· Starting pay: $82,041-86,133/yr.
· Full pay range: $82,041-131,266/yr.

Paid Time Off:
•60 hours of vacation available upon hire; additional 60 hours earned during the year (120 hours in first year).
•96 hours of sick leave during first year.
